The reasons for studying cosmic-ray transport theory are summarized and the fundamentally three-dimensional nature of the process is pointed out. It is shown that observations in the solar ecliptic plane cannot unambiguously test transport theories since the solutions to the transport equations depend critically on boundary conditions and variation of parameters such as diffusion tensor out of the ecliptic. The production cross sections of Ar39 for Ti spallation at 45-, 319-, 433-, and 584-MeV proton energies were measured to be 0.37 or - 0.09, 12.4 or - 3.7, 9.1 or - 2.7, and 17.8 or - 6.2 mb, respectively. Normalized Ar39 production rates and activities are also derived for protons above 40 MeV and for three differential proton spectra of the type approximately E(- alpha). This article presents a critical discussion of the use of the notion "frame", especially by computer scientists, as a theoretical construct to describe the cognitive representation of information. It is argued that an adequate description of "knowledge" requires the utilization of the notion "schema" as the theoretical construct.
